True story.
As for the Phantom Menace, its a bit cliche to make fun of that movie nowadays, but really it was the only thing that fit the joke best. It had to be something that everyones heard of and it had to be something that looked good at first then turned out being egregiously horrible. As far as i know phantom is the only thing that fits those criteria.
